That’s a tough one! You want to be open to meeting someone but not be that pesky creep. I think it’s safe to assume that most guys are there just to work out but there are likely some for whom meeting someone could be a fun side benefit. Everyone enjoys eye candy and many of us enjoy being looked at (esp when wearing some hot gear), but that doesn’t necessarily mean they are available or interested in meeting anyone at the gym.
You can’t go wrong with saying hi or giving a little wave or a small compliment “nice shorts!” especially with someone you see regularly, but leave it at that. That signals that you’re open to communication. Just understand that anything beyond that could feel intrusive to someone who just wants to focus on his workout.
If you’re on grindr or scruff you can always see if any of them are on while you’re there.
