The photo limit in the past for non-paying members was always three photos with the old site, but you had the odd weekend when there was no restrictions at all, so even non-paying members could upload lots of photos, see unlimited profiles and 'adult' photos. You could also then just pay for one month only, that didn't keep recurring, which was a lot cheaper than it is now. But to be honest though, it gets rather tiresome when you click on the 'new photos' page to find someone has uploaded dozens of photos, page after page of them, all virtually identical, in exactly the same pose but just wearing a different coloured thong or something...
I don't think it is the photo upload limit that puts non-paying members off from keep coming back on the site... it is that you have limited profile views and the fact you can't see 'adult' photos... which usually aren't adult at all, but are classed us such because by default there is a tick in the adult box when uploading photos and newer members don't notice it. And the limits have become more restrictive with the new site. Also the newsfeed with this new site is awful... it doesn't show all the visitors and it was far easier to see on the old site who had voted for photos, made comments, favourited you etc. A new more stylish site isn't going to count for anything with people if it's more restrictive, less intuitive to use and keeps trying to force you to buy a subscription.
